Talks too much about Hispanics and their role in today's society. Leans towards Hispanic students.
He ia a very interesting professor - he may challenge your current political philosophy, but he is never arrogant nor pushy. Also, he uses multiple choice tests.
This prof has a tendency to go off on tangents, ramble, lose focus of where the lecture is going, and definitely leans too heavily toward the injustices done to the Hispanics, catering the class to the Hispanic student. I found his class frustrating.

He taught one of the best politics courses I have ever taken. His lectures are never boring and he challenges students to think critically. If you don't like to think for yourself his class will make you nervous and upset conformist value systems.
He's awesome. A little biased but if you can't handle a stong opinion in a political science upper divisional class you have no buisness being there. Very tough workload.

The professor doesn't lean torwards Hispanics, per se, but that is the area he knows most about.He does give examples of all ethnicities in his discourse:irish,blacks,jews,etc.People just dont like to be reminded of their ancestors wrong doings.

Biased sums it up. And if you dare to call him on his lack of preparedness for lectures, be prepared for his personal attack on you morals. He does not stay on topic, is prone to choose his book the day before class starts and just plane sucks.
The classsss is not difficult at all. Just read the book and pay attention during the lectures, which can meander at some times, and you will get an A.
Challenging but an excellent teacher. He is not for the weak hearted. Do your part and you'll do good. Much reading required.
There is something seriously wrong with this guy. Completely aloof, has no idea what is going on, no lesson plan and as a result gives test based on sparse reading assingments. If you don't care about learning, take his class, get an easy A.
We learned the basics and had some great class discussions.
Funny. Clearly liberal, but accepting. Brings politics into perspective by addressing contemporary issues. Lectures tend to ramble, but test questions are directly from the book and his notes, which he posts. Easy if you make 1/2 an effort.
This man has a male-biased democratic perspective on everything. if you dont agree, you will have problems. his tests do not make sense and they are never over the chapters.
He's a hispanic man who seems to get a kick out of making fun of himself and politicians. I personally think that it is an easy class if you read. Reading on your own doens't mean you're not learning something, just on your own. I think that's what makes college, college. Take him!
Very hard to take notes. Not my favorite class. Very hard because you don't really know what to study but he gives you opportunities for extra credit. you really have to study on your own and go to SIs to do decent.
I have to agree with funny and liberal comments. Read the chapters and his notes when he finally puts them on WebCT and with 1/2 the effort you should do fine. I have a high B. He is all over the place but the book is your saving grace. Read!Read!Read!
he is definitely a democrat. if you want to do well in class, DO NOT take him. he does not know what he is talking about, is completely unorganized, and rambles about nothing. his tests are trash and they do not go over anything he ever mentions. do yourself a favor and NEVER take him.
He is funny and very nice. He also gives plenty of extra credit. He is not a hard teacher and always gives you chances to turn in late stuff. You don’t have to show up to class all the time and you just have to read the book.
No matter how much I studied for this guy's tests, I could never seem to get higher than a C. He's a very nice man, but he has some serious issues with keeping things organized. He has absolutely no structure to his notes or lectures...

This guy is a complete idiot. He goes on irrelevant tangents, and misses class all the time. He is extremly unhelpful and unprofessional. The only way you can do well is read the book and ignore him. First day his SI said she was assigned to him because he has a high failure rate. GREAT!!!!

His class is unstructured as well as what he talks about in it. He is unprofessional and forgetful. althoguh the only reason to take his class is of you like agruing and listening to his views and stating yours. The material is barely covered in class,if you have to take him then read the book.
Worst teacher I've ever had! Not clear, unorganized and it took him weeks to even talk about Texas Politics. Then he rarely even talked about it. Shouldn't be a college professor. Easy but a waste of time and you learn nothing.

The frustation level that you can be brought to in this class is an all time high. Very unclear what's going on and what the relevant points are. He tries to get you excited about Politics, but ends up running you around in circles.
I agree, just read the book and the notes he puts on WebCt-the only reason to show up to class is because he takes roll. Other than that, you pretty much learn NOTHING from him!
It's easy to get an A if you read (serously read, dont just skim) and go over his notes. If you are lazy you will do poorly. Can't blame professor for your own laziness.

EXTREMELY unstructured. Forgetful. I don't know how he's going to stretch the "Theories of Citizenship" into an entire semester. Humor, yes; work ethic, NO!!!! Biased, yes, but his lack of organization is more annoying. Just show up for roll-taking.

There are some more passionate people than others. He not bias.Some students are bashers because they are not doing will in the class. HE is excellent and knows his stuff. I recommend him.

Theories of Citizenship. Nice guy. Unabashed communist/Marxist, yet wants us to buy 6 books! Skim thru readings, you get general idea, easy to BS on essay exams. Very lazy. 2 weeks left of school, we still don't have our midterm grades! Syllabus has been revised 3 times. Likes to hear himself talk. Gets irritated look when student interjects.
This class is very irritating. The teacher is unorganized, disrespectufl with our time, and has no clue how to teach this class. This is the week of Thanksgiving and we have no grade. The books we paid for are a waste, he doesn't require any exam out of them. Therefore, don't waste your money, your time, and stay free of frustrating your self.

Just got midterm grades, w/ 1 1/2wks b4 final. @ 1st, being graded only on 2 exams & paper sounded like good idea. hard now, esp. not knowing what he wants in exam essays. class can no longer be taken seriously if professor doesn't have respect for students. tip 4 final exam: restate his opinions, u'll make an A+. give urs, good luck.
Class infuriates me. He spends most of his lecture time promoting his communist propaganda. I've never met another prof who was wrong about absolutely everything. He is completely unorganized and you never know quite what to expect on his tests.
I loved the course. Yea, he's not exactly mainstream and challenges a lot of conventions, but if you can't do it in school where else? Good amount of reading, but I enjoyed the books. Great discussion very thought-provoking. But no you won't get anything back on time, he is late, and is very fluid with the course structure, but it's worth it.
If you are an organized person, and likes to know what is going on in class, do not take this class. Pointless class, with no real purpose.

Well, I made an A in the class only by reading the text and the notes he posted on WebCT. In class I really learned nothing although it was beneficial at times showing up to class because he gave extra credit points a few times for those who showed.
I'm all for free speech, but I was enrolled in a grad class at UTSA about fed law, and one day we had an asst state attorney general give a speech.Rosales showed up with some bulldog woman (not his wife) who took over the whole thing and argued politics completely unrelated to our class topic. He should not have been allowed to hijack our class.
He is an excellent professor. Slackers usually complain about him, but he is usually so advanced in thought that most students can't keep up with his pace, that the reason they say he is unorganized, they can't keep up with his logic. He is a former professor from Michigan University and he is still teaching at that level at UTSA, He is not for the

Disorganized and late a lot!!!!! Hard to follow, and distracted easily. Overall not a great class/teacher. And did I mention LATE???? His attendence was horrible, he was always tardy!!!!!
if u are looking to take a nap...take his class. doesn't matter if u are late to class, he is too...even on test days and 20 mins late for the final. most retarded professor in the world...and he will prob lose atleast one of your test and to make up for it, he will just make up a grade...which is not a good thing!! stay away!!
Easy A. He's a horrible teacher but the class isn't difficult at all. Do terms, study his handouts and go to the SI sessions. He's a nice man and kind of cool, but can't teach at all.
He's not the most organized teacher in the world but he is an extremely nice guy. If you talk to him he's always willing to help. He's not very clear on his thoughts and it's hard to pay attention in class. Go to SI sessions and read the book and you'll be fine.
This guy is TERRIBLE! He is habitually late to class, terribly disorganized, and his "lectures" are just him mumbling about a bunch of nonsense. Exams will have numerous errors on them and he has been known to give out incorrect grades. He's a nice guy and means well, but he needs to find another job.

Took this as a polisci senior. Like most of the ratings have stated, Dr. Rosales is habitually late & horribly disorganized; passionate about his politics. Unfortunately, it gets in his way of conveying a coherent message, unlike other soapboxing professors, like El-Kikhia, whom regardless of your pol. position, provide a clear & concise lecture.
the professor can't stay on topic, half the time I don't know what he's talking about. I am a very good student and even I fall asleep in class.The only way I know what's on the test is he tells us the day before.His "political observations" generally take up the whole class period and have NO relation to what we're supposed to be learning.
Yea, this guy is horrible. He rambles, which in some professors is fun, but in this one is just annoying if you can even hear his ramblings. Always shows up late for class, wearing dark sunglasses (very stoner-esque). You'll understand after about the 5th or 6th time he tells you the story about him and the poll tax what a joke this guy is.

He is a great professor. He teaches from experience, he will relate what is in the book to what he has gone through. He lets you know exactly what is on the test. He 100% prepares you for what is on the test. Easy A!!!
This professor is completely worthless, he spends the entire class period going on and on about his radical political view and not actually teaching anything about the subject. Trust me you'd be way better off taking a different professor

This guy usually rambles on and on about nothing and gives tricky tests and no reviews. In fact, he administered one test on a chapter we hadn't covered yet so watch out for stuff like that. Also, he'll switch up tests like make it an essay test and tell you the day before. Don't take him at all.
Professor very hard to understand at times. Rambles on about nothing but just read the text and you will have no problems getting an "A" Attempts to give you notes but sometimes they don't make any sense. He gives you a review the day before pretty much telling you what will be on the test so no worries!!
Unorganized, incoherent, and changed the course from what it was in the coursebook into a completely different subject (political philosophy to black/chicana feminism) with no notification. Shows up late and has no structure in lectures. On a high note, the class is pitifully easy. Wants students to respect each other but he won't do so himself.

Do not take him. I am so serious. I never post in this website but I needed to make sure other people do not take this man. We were given our midterm 3 weeks after everyone else, and the grades will not be returned until right before the final. He is irrational, rude, and incomprehensible in his argumentation. Dr. Rosales is an enjoyable character, very down to Earth and encouraging to the student. Advocate of Empowerment of Self, but at times can be hostile because of difference of opinion. He isn't not an advocate of Freedom of Speech by students who have a differing opinion of his.
Don't take this class unless you hate yourself. He is not helpful, you will not learn anything. He grades papers on principles he does not follow himself. Makes extreme overgernalizations. Worst class ever.
The worst class that I have ever taken. The professor is habitually late, unorganized, and even answered his phone and stepped out of class once during lecture. It is hard to understand his points and his lectures rarely relate to the assigned readings. He takes attendence daily and uses at least 15 minutes daily trying to memorize names.
Completely incompetent professor, spends the entire time trying to force people to agree with his extreme political ideology. His class is a total waste of time if your actually looking to learn something.
You honestly don't even need to attend class everyday, seeing as he posts what we need to read about a week before the exam. He rambles on, seems to lose his train of thought midway. If your looking for an easy A, definitely take him.
he is awesome! i was afraid to get him in the beginning of the year, but turns out hes pretty cool!! gives you the test basically like a week ahead, and is a pretty funny old man:) it was nice, i have a high b' in his class, and i dont read... at all!!! :)
Never again!!! Waste of time and money, spends more time trying to make you believe something that you can't even get two cents out of. Used a book no one could understand trailed onto random stories that had nothing to do with the topic and can remain off topic for most of class. Don't take him.
LOVE HIM. he is hilarioussss. mails you reviews for almost all the tests and drops 1 or 2. he does ramble on about random things sometimes but he prepares you very well for the tests. take this class if you love yourself :P

This was my most-hated class! I don't think I learned anything except that Federalist Paper #70 is important, but thats all i know about it! Rambles on about current events that have nothing to do with the tests. Notes he gives are broad. I wouldnt take hime again.
This professor isn't qualified to teach his kids. He has trouble doing menial tasks such as calling role (first few days of class only). His politics are far left (he doesn't understand the 2nd amendment). The class is easy. He gave no grades other than the tests, all of which were easy. To study, just read the notes he gives and skim the book.
He isnt a great teacher. he says one thing and then does another. he needs to retire or be let go. he is not very clear he will start going off about weird things and then he says we are wrong if we dont agree with his views. He just shouldnt be allowed to teach anymore.
Some of the reviews are correct, the subject matter and lectures are pretty boring, and the Prof. can be hard to understand, but review the chapters, go over the notes, and know the amendments and this class is a BREEZE! Some people just refused to learn the amendments, and they were easy points on every test. He is not as bad as the reviews say.
Show up the days before tests and he'll basically give you the answers to every question. Super easy, super liberal, super nice. However, he has the attention span of a 3-year-old and cannot deliver a lecture to save his life. Goes off on random pro-liberal tangents. Not from lack of interest but because his teaching style has no structure. His lectures are all over the place and he typically has a hard time keeping a consistency in what he is talking about
If you love education and actually want to learn Texas Politics, don't take this course. You will save your time and money. If Texas Politics isn't your thing, or you hate school, or you just want to find the easiest class in the world, take him. You never have to show up, you don't have to read the textbooks, just review and pass. Easy.

He was by far the most terrible professor I've ever had. He has no teaching skills whatsoever, and you can barely understand what he's saying. The tests are easy if you can pay attention long enough to hear what he's saying. Go to the review days, but other than that, don't bother showing up. Please take someone else! I don't recommend him.
This guy... His class is easy, but he's not much of a teacher. I'm pretty sure he's just reading stuff of Microsoft Word. He gives reviews where he tells you what to know for the test, if you pay attention to those, you will be fine. Otherwise, I wouldn't show up. He's a nice guy, but if you need this material for your major, find someone else.
